I- PRESENTATION OF ACTIONS PER STRATEGIC COMPONENT

To attain the objectives mentioned above, the actions were broken down according to the 4 strategic components retained:
Strategic component 1: streamlining measures for the accommodation of vessels and other means of transport

  • action 1.1: operationalize port information systems;
  • action 1.2: apply international standards on the control of vessels at the ports;
  • action 1.3: provide port areas for transit operators (Chad and CAR);
  • action 1.4: develop logistic areas and areas around ports for hinterland transporters;
  • action 1.5: issue annual access cards at ports for transporters who apply for them;
  • action 1.6: ensure security monitoring, the safety and protection of the environment during transportation;
  • action 1.7: create centres for perishable goods at the airport freight facilities.
  • Strategic component 2: simplification of imports and exports procedures through logistics platforms
  • action 2.1: remove controls situated at vehicle terminal exits;
  • action 2.2: put an end to superfluous controls and formalities during arrival and departure;
  • action 2.3: complete the process to computerize procedures on port platforms through the one-stop shop for external trade transactions;
  • action 2.4: propose simplified procedures for cross-border trade for small traders;
  • action 2.5: simplify export procedures for key agricultural products (cocoa, coffee, wood, banana, cotton) and manufactured products (agri-food products, soap, cosmetic products, brewing, cement)
  • action 2.6: set up joint controls of goods at the borders;
  • action 2.7: establish procedures for the separation of release from the final determination of duties and taxes;

    Strategic component 3: Facilitation of transit and transhipment procedures
  • action 3.1: cancel superfluous controls along road corridors for goods going to Chad and CAR;
  • action 3.2: create and operationalize “single control points” at land borders;
  • action 3.3: streamline and standardize the weighing system from the ports to the corridors.

  • action 4.1: ensure the steering of the roadmap;
  • action 4.2: make trade facilitation a development priority by introducing it in the development policy of Cameroon;
  • action 4.3: popularize and promote the ownership of the trade facilitation agreement;
  • action 4.4: ensure regular production and publication of data on trade facilitation;
  • action 4.5: designate a national coordinator for the international transit of goods;
  • action 4.6: Conduct a Time Release Study (TRS);
  • action 4.7: establish a strategy to coordinate the publication of information through available trade information portals;
  • action 4.8: revise Chad-Cameroon and CAR-Cameroon bilateral agreements;
  • action 4.9: establish review procedures related to the quality control test during importation;
  • action 4.10: operationalize the programme for Authorized Economic Operators (AEO).
  • II- PRESENTATION OF ACTIVITIES PER ACTION
    The actions listed above have been broken down as follows:
    Strategic component 1: Streamlining measures for the accommodation of vessels and other means of transport
    Action 1.1: operationalize port information systems:

    activity 1.1.1: establish an electronic management system for vessel port-calls;
    activity 1.1.2: exchange electronic information between the components of port areas;
    Action 1.2: apply international standards to the control of vessels at the ports:
    activity 1.2.1: harmonize procedures to international standards;

activity 1.2.2: standardize the control of vessels;
activity 1.2.3: dematerialize document control;
activity 1.2.4: training/certification of vessel inspectors;
activity 1.2.5: adoption of a code of ethics which commits port authorities, administrations and operators concerned;
Action 1.3: provide port areas for transit operators (Chad and CAR):
activity 1.3.1: identification and allocation of spaces to the PAD and PAK;
Action 1.4: develop logistic areas and areas around ports for hinterland transporters:
activity 1.4.1: servicing, development and provision of an area of 200ha in the Missolè 2 area (East entrance Douala);
Action 1.5: issue annual access cards at ports for transporters who apply for them:
activity 1.5.1: provision of annual tickets by OPA;
Action 1.6: ensure security monitoring, safety and protection of the environment during transportation:
activity 1.6.1: assess the application of security and safety standards in all segments of the transport chain;
activity 1.6.2: assess the implementation of environmental management plans throughout the transport chain.
Action 1.7: create centres for perishable goods at the airport freight facilities

Strategic component 2: Simplification of imports and exports procedures through logistics platforms
action 2.1: remove controls situated at vehicle terminal exits:

action 2.2: put an end to superfluous controls and formalities during arrival and departure of goods:
activity 2.2.1: carry out a periodic analysis of formalities and documents required for external trade procedures and adoption of guidelines and recommendations;

action 2.3: complete the process to computerize procedures on port platforms through the one-stop shop for external trade transactions:

activity 2.3.1: finalize and validate pending procedures;

Strategic component 3: Facilitation of transit and transhipment procedures

activity 3.2.1: elaborate draft texts to create single control points at land borders;
action 3.3: streamline and standardize the weighing system from the ports to the corridors:
activity 3.3.1: ensure the consistency of results obtained at the level of port and road weighing stations and axle weighing systems;
activity 3.3.2: streamline provisions for mobile axle weighing systems;

Strategic component 4: Strengthening governance and implementing the trade facilitation agreement

activity 4.1.3: mobilise financing for the activities of the Roadmap;
activity 4.1.4: monitor and evaluate the roadmap;

action 4.2: make trade facilitation a development priority by introducing it in the development policy of Cameroon:

activity 4.2.1: finalise the Roadmap and ensure government validation;
activity 4.2.2: integrate the implementation programme of the TFA into the post GESP;
action 4.3: popularize and promote the ownership of the trade facilitation agreement:
activity 4.3.1: organize workshops;
activity 4.3.2: produce information brochures on the TFA;
