The information system for monitoring the performance of the trade facilitation Roadmap comprises elaboration methods, collection mechanisms, stakeholders involved in the collection, calculation and publication of the levels of the different key indicators retained to monitor and evaluate implementation.
The typology of these indicators depends on the level of strategic intervention in the Roadmap. They could be result or impact indicators for the vision, strategic objectives or axes of the Roadmap; but, essentially, they will be input and output indicators for actions, activities and tasks.
The dashboard of key indicators presented in annex (Annex 3) gives details, according to the logical framework, of the main indicators that will be used to measure the attainment of the results of the Roadmap.
CONAFE, through its operational body responsible for the production and broadcasting of the information system for the monitoring of trade facilitation, shall ensure the collection and approval of methods and the set of indicators, which will be produced at various levels.
The sequential analysis models installed within the Specialized Commissions of the CONAFE technical body shall primarily enable, depending on the initial data provided by partners, the use of indicators related to objectives particularly with regard to results on deadlines and costs.
Executive Agencies shall be called upon to produce reliable indicators concerning their fields of activity, in liaison with the key indicator table.
Particular emphasis shall be laid on the quality of information and on missions evaluating and auditing the quality of statistics produced by the CONAFE operational body. Similarly, a complete inventory of the database of indicators at the initial stage shall be carried out, in order to ensure availability and frequency in the production of each of the indicators required to monitor the implementation of the Trade Facilitation Roadmap.
The reforms (including skill improvement) necessary to place the Executive Agencies in a position to ensure the proper generation of follow-up indicators shall have to be achieved within, during the first year of the implementation of the Roadmap.
Finally, all data sources should be exploited in view of a strict and objective evaluation of the results obtained. Where necessary, some external sources could be used to verify the information produced.
